Liability
Codes enforcement officials frequently worry about potential tort liability and not without good reason. However, here in Tennessee, CEOs are about as well protected as possible. Not only is there protection under the Tennessee Governmental Tort Liability Act, TCA 29-20-101 and following, but the public duty doctrine also applies. It's kind of a belt and suspenders approach: if one doesn't protect the CEO, surely the other will.
